i7 6700k won't reach full speed while stress testing

Hello,

I read here that 1.45v is the max safest voltage for a 6700k. So I did so, and bumped my multiplier to 47 (4.7ghz) when I run aida64 extreme stability test, the max ghz I get is around 4.2ghz, and then with prime95 v26.6 I get a bit less than 4.5ghz. Although when I'm casually using the internet (writing this post for example) and idling, its speed is almost 4.7ghz (4.65-4.69) Why is this? Is it because my motherboard is protecting me from overheating? I have a hyper 212 evo. I hit 70 degrees max on both tests, so idk why it wouldn't go over 4.5ghz.

4.5v? I hope that is a typo, that far too high I doubt it would even let you set it that high. If you meant 1.5v I would say that is still a bit excessive. I dont think a small variation in clocks when the cpu is not under load in anything to worry about, if it was throttling to lower temps it would drop a lot more than that.
