Is my CPU bottlenecking my GPU, or is my GPU bottlenecking my CPU?

My CPU is the AMD FX-8310, my GPU is the Sapphire Radeon R9 270 (Dual-X). Just from comparing these two, which one is the most logical choice to upgrade first. I feel as if one is bottlenecking the other, but I am not sure. If this were your setup, which one would you upgrade?

The 270 for sure. The fx 8150 is getting a bit old but it will still handle most newer games max settings 60fps with an adequate gpu. The 8150 is clocked pretty low if you could overclok that thing to say 4.5ghz or so it would likely perfom quite a bit better.

Solution
I agree that a 270 is the logical choice for upgrade between the two. If it was me though I'd use MSI Afterburner to monitor CPU and GPU usage in the games I play. If one of those is always pegged at 100% and the other one is always less than 100%, then the one stuck at 100% is what needs to be upgraded. If both are always at 100% that means you need a new computer, not an upgrade.
