Major FPS Drop

Hi guys, I am really new to writing on forums but have been a lurker for quite some time. My problem today is that arround the 26th I started to play the witcher 3 and assumed that my pc could easily handle it with no problems. I played smooth for 2 days and arround 17 hours game play time and then I suddenly saw a gaint fps drop. I played at 60 fps and 50 minimum when it was smooth and now it is 20-30 maxium. I did all the such things such as check temperatures of both the cpu and gpu. I now get choppy fps and i can play for arround a hour smoothly and then the low fps comes in. I now know that restarting the pc helps out the problem. However, as i moved on i came to relise that this was just no effect witcher 3 it was effecting csgo where i usaully get 300 fps to where it is unplayable at 110 due to my 144hz monitor. I did find some trends using msi afterburner and that when my fps drops start the power% drops from 84 to 61 % and then this seems to force the gpu usage to drop off. which I assume drops my fps.
Any help would be useful at this time
