BIOS resets after 10 seconds. Computer won't POST

My brother recently built a PC with the following components:

CPU: Core i3-550
Mobo: Gigabyte ga-h55m-ud2h
Ram: HyperX Fury 4GB DDR3 1333mhz
PSU: EVGA 400w
HDD: 320gb Seagate HDD

When he boots it comes up to the BIOS and then it resets back to BIOS. Keyboards only work for 1 second in which we can hit TAB and see it go to POST screen. From there it says "Memory Testing Okay" and it lists the CPU, but the computer doesn't allow us to use the computer from there.

If anyone has info on what we should try please giving any help! Thank you in advance.

Things we have tried to do:
Clear CMOS
Swap Power Supplies (650W LSP)
Swap Ram (8gb ddr3 1333mhz gskill ram)
Replaced Mobo watch Battery
test mobo outside of case
Format HDD
Reseated all plugs.
Reseated CPU

Is the 8 GB one stick or 2??

Because it wont take 1 8GB stick in 1 slot. It only supports 16 GB max.

So you can only install 4 x 4GB on this mobo

And did you install the 4GB (when it was installed) in the right slot?

Even installing via flash pc won't be on for that long to even try to install windows because of BIOS, are you suggesting to install on HDD? it seems to be more of a hardware issue than a software issue?

we do we get image 1 screen and then keyboard no longer works. Followed by the computer rebooting after a few seconds
