Which CPU do I choose?

Hello, I need help deciding between a processor. Currently, I have a ATi 5870 and an AMD 760k. Unfortunately, in GTA V I get serious frame drops and really odd rendering problems. Others have had success with this graphics card in the same game, so after testing I eventually learned I was running into CPU bottlenecking. I wish to go intel and my budget is a pretty tight $150 ± $15. I was looking at the i3-4360 which looked good or the i5-4440. Of course the i5 will do better, but will the extra money get me THAT much extra performance? Also is Haswell and DDR3 dying? Would it be better for me to buy the new ram and just go Skylake? Thanks for all the help. (Yes I do plan on updating my ancient GPU soon)

Skylake brought some nice improvements in hyperthreading; Skylake (6th gen) i3's are more better when compared with their Haswell (4th gen) counterparts than with the i5's. The 7th gen i3's probably aren't too far away, either.

In some games, the difference is very small, but in others I'd say replacing your RAM too is worth it:

Depending on whatever GPU Upgrade you want, as long as you aren't going for anything crazy, you should be fine at i3-4170, the budget powerhouse in my opinion. For your upcoming GPU, I recommend going to NVIDIA.

@Matt_150 Will that really drop the price that significantly?

@sorryboi I WILL be upgrading to NVIDIA next, what GPU do you think compliments these processors nicely?

@clarkjd New ram? I already have DDR3, Haswell should be fine with that. For the motherboard, I settled on MSI 85M-E45 as it has basically everything I want for a great price (another reason I was inclined to go Haswell).
 

Sounds like you have already made up your mind...:D

@clarkjd You know, you are kinda right :). My plan is to wait until the new processors are released and end up buying then.

1.) No cpu price will not drop, CPU production is stoped well in advance, which is why it's hard to find good "deals" on cpu's other than [strike]aftermarket[/strike]second hand (got a Q6600 for a great price).
2.) Which GPU depends on the resolution. I have a 1070 for a 1080p monitor and some games like deus ex I still cannot just set on stupid and get fluid frames. So for me a 1070 is the minimum I'd get for 1080p
3.) While DDR4 is faster than DDR3, in most usage scenarios you won't notice a huge difference. Although this article is older and doesn't have some of the extreme speeds DDR4 is boasting now http://www.anandtech.com/show/8959/ddr4-haswell-e-scaling-review-2133-to-3200-with-gskill-corsair-adata-and-crucial/8 it does give you an idea of how little in most cases the memory frequency natters (and yes there are certain usage scenarios where it makes a huge difference).
