Intel i3 6100 or i5 6400 with R9 270

Im on a budget here and i need to buy a new CPU and Ram.

I notice for a couple months now some games become unplayable at times. Games like GTA V, BF4, WoW, Overwatch, etc tend to lose FPS and 1-5 second freezes and its really frustrating. Even things like not loading on my screen and taking a minute or two until everything starts running smoothly at 50/60 fps.

Right now i am running

Amd FX 4300 and Radeon R9 270 with only 4GB of generic ram (I dont plan on buying another GPU right now)

In my case, in order for me to run games smoothly with no issues around medium-high settings or so which will get me there without spending more? and i3 6100 or an i5 6400?

I also might want to stream, will an i3 allow that?

If you offload the streaming to your GPU using NV's Shadowplay or AMD's recently released ReLive, CPU choice won't matter. However, some people have issues with them or reasons to use CPU encoding, in which case an i5 would be a far better choice.

The i5 will undoubtedly age better. Games are becoming better threaded, but I can't say for certain whether the cost would be worth it for you to go with the i5 over the i3. I can say that the i5 6500 is generally a better value than the 6400, because for a very minor cost increase you get a large clockspeed increase.

Solution
So I have 2 PCs. One with a FX8350 and One with a i3-6100 and I can tell you that the 6100 is definitely faster. It has been a surprisingly good gamer. It out performs my AMD build in every way.

I would look to upgrade your video card too. I think a RX480 or a GTX1060 paired with the I3 would give you a great gaming experience. The R9 270 is definitely holding you back some.

I have a few builds, all of which are AMD, the AMD E450 (craptop), A10-7400p (laptop) and the FX 4350 (desktop).

Your FX 4300 is probably fine, given that both are quad core Vishera Piledriver CPUs. Dont listen to what most PC elites say that you need the best i7s and GTX 1080s for gaming. My FX 4350 scores 1830 for single threaded @4.73 GHz which is equivalent to that of the quad core i5-6400 @2.70 GHz. A CPU that is more than enough for mid range smooth 1080p gaming. (120FPS+ is a different matter)

If you are playing at 1080p 60 FPS, I suggest you to upgrade your GPU. The R9 270 (R7 370) will see a significant upgrade to an RX 470/RX 480 which is overkill for 1080p 60 FPS gaming.

Not to mention it is cheaper than a CPU+Mobo+RAM upgrade and you will see greater improvements in gaming graphics with a graphics card then a CPU.

Overclock if you had not done so. 4.4-4.5 GHz is within 5% of my OC which is within range of an entry level i5 CPU for gaming.

EDIT: A reasonable upgrade will be a i5 6500, 6600, 4670, 4690 or above.
Below those are sidegrades to what you currently may achieve via overclocking. For more performance and future proofing you may consider a K SKU Intel CPU.
