Cannot Control Speed of 3-Pin System Fan

I am attempting to control the speed of a 3-pin case fan which is plugged into the SYSFAN1 header of an MSI H81i motherboard. I have searched other forums and gathered that it's possible to control the speed via voltage if its plugged into the SYSFAN1 header and not the CPUFAN header, which controls the speed via PWM. I have tried changing the speed from the BIOS and MSI Command Center, but nothing worked; the fan just runs at near max speed (2667 rpm) and very noisy. Any help is appreciated.

Well according to what I have read in the past, a speed reducer should not be needed. I should be able to control the speeds from within the BIOS or some software.
