Easily bottle necking. You should have at-least a 6 core AMD cpu or 4 core Intel cpu with that GTX 1070 to not bottle neck with it. I HIGHLY recommend buying a new CPU.

Your cpu is holding the 1070 back really hard. I advice you to upgrade.

The A10 5800k is a very weak CPU and is most certainly bottlenecking your 1070. I'd highly recommend an i5 or 8350 minimum for a card as powerful as the 1070. If I were you I'd go with an i5 over the 8350 as the 8350 is old now BUT assuming your motherboard is AM3+ it would be easier and cheaper to buy the 8350 as buying an i5 would mean you'd need a new motherboard as well.

The 5800 is fm2. So he will need to get a new motherboard and maybe ram (if he goes the skylake route).
