FPS dropping from 60 fps to 10-20 fps for several seconds

OK guys, I am getting pretty sick with this. Whenever I play a game (the last ones that I played were Overwatch and Far cry 3) I am getting low fps every once in a while. From 60 fps it goes to 10-20 every 2-3 minutes. I thought my Hard Drive was the problem since it had only 5400 rotations per minute. I upgraded it to one that has 7200 rotations per minute, It worked fine for a day, not any problems at all, the games were running smooth as butter. The second day, I got on Overwatch, played it for 10 minutes, still, that same freaking fps drop shows up again. My specs are: Sapphire R9 380 Nitro, 4GB, GDDR5, 8 GB RAM Kingston, AMD FX 8350 4.0 GHz, Asus M5A97 motherboard. I shouldn't get these drops, It's not because of the various effects of the games because if I stay exactly were I was when I had the drop, the drop will dissapear and the game will run smooth again for a few minutes,
I downloaded HWmonitor and the highest temperature was on my CPU which was 81 degrees(don't know if it's normal), followed by my GPU that had 79 degrees. What is causing this problem guys? A tip will be much appreciated :)

It's probably shutting down from heat. You can try to reseat the heatsink and put new thermal paste on. If you have a lower quality heatsink, get a better one.

Before you do that tho, download hwinfo and see it reports the same high cpu temps.

My computer is still shutting down although I recently changed my Power Supply. I've got a 700W one certified bronze. I don't know why it still shuts down when I'm playing. I can't monitor the power supply temperature but still the highest temperature is on my CPU which rises up to 80 degrees.

Thanks for the tips. I'll try and see what I can do with the heat sink and the thermal paste. By the way, is it normal if my Power supply is still getting pretty hot? I just bought it, and it has 700W. Isn't that enough for my specs?
