intel i5 haswell vs intel i5 skylake

Hello... I am looking to build a pc.. for playing games like bf1, csgo, gta v, witcher 3 etc... I have pretty much everything decided except the cpu... i was looking to go for 6500 because thts as much as I can afford... but a friend told me that i should go for 4590 or some other haswell processor as they are cheaper and maybe better..

P.S : I am not into overclocking

I think it depends on your local pricing. If there's a large price difference and haswell is considerably cheaper then it should do fairly well. In many place the haswell cpu's and motherboards really aren't cheaper so little point when considering a new build. The 6500 will perform slightly better but nothing huge in performance differences, roughly 10% better or so.

If you have access to lower priced haswell cpu's and lga 1150 you may be better off with an inexpensive b85 or h81 board and pair it with a xeon 1231v3 since you won't be overclocking. It's slightly more than a 4590 but the hyper threading may help in games like witcher 3 and bf1. It's similar to an i7 4770 without the integrated graphics.

Depends on the price you can get. I upgraded my HTPC from Ivy Bridge i5 3470 to an i5 6500 Skylake build from an opportunity that arose. Both 16GB RAM(1600 DDR3 to 2666 DDR4) and SSDs. Overall, the performance gain was small going from 3rd gen to 6th gen Intel. If you can get a good deal on 4th gen i5 setup, should be fine.
