PinG Fluctuates And Request time out

■ From Few days my ping Fluctuations and Request time is regular.
■ My ISP Provider says its my system problem and my net is working good in other pc .
■ What can affect my Pings
■ OS= Windows 10(updated regularly)
■ Advance system care
■ C Cleaner
■ Checked removing my router not worked

Problem -

As u can see Request tine out and the "time" fluctuates a lot

hi I get the exact same problem...it really annoys me while playing online games ...instead I use mobile tethering via usb , its fine with my mobile...plz help me
