GPU Usage Spikes And Low Frames On FX8320 RX480

I recently purchased a Strix RX 480 8GB to go with my 8320 to replace my 270x that ran great
I'm experiencing weird spikes in GPU usage (shown in GPU Tweak Tool II and Wattman Global), from 100 to 0 during gameplay as well as lower frames than expected across multiple titles.

This guy gets >70 at higher settings than me (I'm at 1080p with AA turned down and a few settings on medium) and I get between 30 and 60.
We get similar CPU usage but I look to be getting a CPU bottleneck.

In Overwatch Epic I was getting between 45 and 70 in fights but I overclocked and now I'm getting around 60 with dips to 55 with vsync on.

Also in Shadow Of Mordor I get the same spikes (on Ultra) and my FPS (vsync on) fluctuates from 55 to 60 (55 during these spikes)

during this my CPU in task manager was sitting around 40%


I've checked and my PSU should be enough, PCIE 2.0 x16 slot should be fine and my temps don't get above 60C anywhere.
I've also used AMD's uninstall tool and DDU to wipe and reinstall drivers, currently on 16.6


Full Specs:

  • PSU:

    • Corsair CX 500 (getting 11.9, 5.017, 3.118 according to HWMonitor [should 3.118 be a concern? It's out of spec?])
    Mobo:

    • M5A97 R2
    CPU:

    • AMD FX-8320, stock cooler. (Problem present at stock clocks, now clocked at 4.44 though with slight overvolt)
    RAM:

    • 2*2GB 1333 Kingston in Dual Channel (installed in attempt to fix problem, made no difference)
      1*8GB Ripjaws 1600
      Windows reports RAM running at 1066Mhz
    GPU:

    • RX 480 8GB Strix
    DISK:

    • 120GB Sandisk SSD for windows and swap
      500GB Seagate 2.5" 5200RPM for the games

Worth noting I am running (have plugged in) 3 monitors and an Oculus Rift DK2 (sits switched off), could that have any bearing?



Any ideas? I'm at a loss really...

Thanks for your reply, but I've got a good config of Delta fans running full pelt keeping the whole thing under 60C, and the problem was present prior to the overclocking.

Will fire up Overwatch though and post some temps and CPU usage.

I can unplug my screens can't I.... Should have thought have that before hahaha

So it's a CPU bottleneck caused by thermal throttling?
A friend seems to think the card is faulty, is there any chance of that?

I am looking at a new case and CPU cooler though, any recommendations?
I want lots of room, good cable management, glass window (no plastic, preferably full side) and minimal design. Was thinking Hyper 212 (see it recommended a lot here) and https://www.pccasegear.com/products/37003/aerocool-p7-c1-tempered-glass-mid-tower-black
I'm Australian and wanting to spend $200 total but also want to upgrade my RAM, RAM first or cooling first?

Thanks for all the help mate, I'll bite the bullet on the RAM straight away then. I'll have a think about more minimalist cases and look at some better coolers then for the 8320.
I've switched off my desktop for the night but I'll take the 8320 back down to stock tomorrow and try find some more fans.
