New GPU, error code 28

I bought a new GPU for my old PC. AMD Radeon HD 7750, the spin is working, but if I plug in it doesn't show anything, so I switched to iGPU and I can see that in Device Manager I get error 28. I installed the driver, PC restarted and still I have the problem. I can't update the "missing driver" whit the Device Manager updater. Is there a solution to make it to work ? Maybe I screw up something in the BIOS...

It doesn't have compatible driver whit the device.
To search driver press Update ... but can't find anything.
In BIOS I doN't have an option to disable the iGPU ... also CPUz can't detect anything related to GPU.... Also, when I put it, I felt that something isn't right, like at my old one ....idk, like something was blocking the metal part .... even now it's spinning, heating, driver installed but nothing...
i'm using brand new DVI- VGA converter, I unboxed it, so wasn't used ...

He could have had 2 copies and sold you a bad one that is dead. It's very possible where did you buy it from? It's really risky buying used parts online, because its very simple to trick someone showing them it works but then sending the same exact model but the broken one.

Also what are the rest of the PC's specs?
