Wired internet, Connectivity issues

So im here once again because I have a problem. So i've been trying to change my IP address (I've got two) (let's call them IP 1 & IP 2. I currently am using IP 1, but I am trying to use IP 2. The issue im having is, When i connect my cable to my computer,(desktop) the network adapter settings show (Unidentified network, no internet, with IP 2, But connects just fine when i switch my router over back to IP 1) or something along those lines, But when i unplug the cable from my desktop PC and connect it to my laptop's port, it connects just fine.(Same cable trying to connect IP 2 wont work on Desktop but will work on laptop) I'm not sure why im having this problem. I've tried,
Reseting PC.
Re-Formating entire PC (Went from Windows 7 - WIndows 10, no dice)
Resetting bios to default
Unplugging router & modem, waiting then re-connecting.

Nothing that i've tried seems to work. It connects perfectly fine on my laptop but the desktop is stubborn.

Some info about my hardware.

Arris Comcast Router / Modem bundle of sorts.
Then I have a Netgear D7000 Nighthawk.
NOt sure the motherboard on Laptop, but motherboard on Desktop is Asus Z97-AR.
Power Supply OCZ-ZT 650W
Wired connections for everything.
Comcast is my ISP.

Can you elaborate on the initial issue that happened before you started working on the problem? It sounds like the issue was primarily with the desktop. Is that correct?
Please post the following:
1. Type ipconfig /all in command line and post screen shots of the results for both the computer and laptop.
2. Take screen shots of where you changed said ip addresses of each computer and laptop.

are you sure when you went from win7 to win10 you reformatted or did it just do the upgrade for you ? the latter keeps all your connection info btw. i would change from automatic DHCP to manually entering the iP mask and gateway and DNS. post if you need help with that.

im in the process of posting my ipconfig /all data, I'm aware we arent spposed to post IP addresses, so what should i blur out?

And paul, yes, it was a clean install from USB all drives formatted. How would I go about switching from auto to manual?

that is as good a guide ive seen much better than me doing a post. The default gateway should be the IP address of the router or modem you could leave dns to automatic OR use those ones in the guide 8.8.8.8 and 8.8.4.4 are googles public DNS servers and always work.

the reason im suggesting this is you might have a DHCP rule set in your router or modem that sees the mac address of the PC and sends it settings that are not working and that is causing the problem and it wouldnt change if you formatted the OS and started again as the mac addesss doesnt change.

ipv4 is in 4 sets of digits ranging form 0-255 (please be this LOL)

IPV6 is in hex so can be 0-9 and abcdef and is separated by : not . and is a nightmare as they leave any 0's out so can be any length pretty much. id be very suprised if you are ipv6

the top one you ip address is 10.0.0.178 and a gateway of 10.0.0.1and that doesnt work.

the working one the ip is 73.180.xx.xx and the gateway is 73.180.210.1
dns servers are 75.75.75.75 and 75.75.76.76 so more handy easily remembered public DNS servers ill remember them :)

follow the guide i posted and use those working addresses making the xx.xx bit whatever you know it is.
When it works let me know then delete all those pictures are there is a lot of info that would be handy to an arsehole on it.

yeah, it still seems to work with the 73.180 ip, but im currentlytrying to ge it to work with the .69 IP and stubornly it still doesnt want to connect, Ive tried manually imputting the IP with the DNS servers but to no avail as it wont connect. I'm not sure what I should do. Do you think its a lost cause?
 
It sounds like based on your initial thread is that you are using an internal ip addresd and you are running into an ip conflict. This tends to happen when you statically assign a computer the same ip addres as another device on the network that has been leased the same ip via dhcp. Are you still having this issue?
If so, I would set your computer to dhcp and verify it has been assigned a different ip address from the two you specified earlier. Then use that computer to see if you can ping the two ip addresses in question. If you can, that means there's another device on the network that has that ip address which would explain your troubles.
