My graphics card isnt working to its full potential

I recently got a new graphics card but quickly noticed that the gpu was only achieving a quarter of what it should be. I also noticed sudden drops in frame rate making even easy to run games unplayable despite me having an i5 6600 and a rx 470 red devil. so I looked for solutions and found that the temperature and power usage is fine, and it is running at the right frequency with the newest amd drivers despite it having obvious problems. so I quickly assumed that I had a broken gpu however when I tried swapping it into a pc with the same processor and ram as mine it worked absolutely fine. so this ultimately leaves me to believe that its an issue with my motherboard however I'm unsure and as so I looking for help.

No its ok I found the solution it was that I didn't have enough power and whenever I did anything intensive the usage dropped because of the lack of power from the PSU
