CPU Usage drops to 15%-10% when playing games

I was playing Tom Clancy's The Division and I used MSI Afterburner to look at my CPU usage and every couple of seconds the CPU usage drops from 80%-60% to 30-10% which causes a lot of stuttering and fps drops, does someone know what's the cause of these preformence?

Computer Specs:
motherboard - Asus Sabertooth Z87
CPU - Intel Core i7 4770k
GPU - Asus GTX 780 Direct CU II
RAM - Corsair Vengeance 1600MHz 8GB
PSU - Antec earthwatts 650w platinum

You could always lock your frequencies in place in bios or asus program. i would recommend using bios very straight forward with asus. That's so it doesn't try to throttle your cpu. i doubt that's an issue, might as well try it.

Can you open a voltage monitoring software for your 12V rail and monitor it, when you have those stutters, make sure you are not suffering a voltage drop on the 12v
