my cpu amd gpu loads are neither on 100% but my fps in games are really bad

Recently i installed a AMD 10 7860k (4 cores) and i have it paired with a msi amd radeon r9 380 4g gaming edition. so wehn i started games i notaced that my fps were bad in games such as farcry 3 farcry 3 blood dragon subnautica euro truck simulator 2 and even grand theft auto san andreas. Also i have fresh reset this pc as i thought that it would help but it didnt change any thing. When i play games i have open task manager and msi afterburner to see if my gpu or cpu are maxed out but on all of these games especially san andreas they dont even it close but they still lag out on games the highest my cpu has ever gotten to that i have witnessed is 56% utilisation. Hope fully some one will know what wrong thanks.

CPU: A10 7860k (quad core)
Graphics card: Msi Amd r9 380 4g gaming edition
Motherboard: F3A68HM-HD2
RAM: 8GB DDR3

This didnt work and has seemed to make my fps worse (i tested in subnautica) and neither gpu or cpu were on max load but i did notice one i had disabled the r7 in my bios that when i logged on and opened msi afterburner that i can no longer control my card fan speed and also the temperature of my gpu reads 0 degrees Celsius witch clearly isn't true. But i can confirm that my gpu fans are working. During writing this post my pc just had a blue screeen and said kernal security failure (im on windows 10) this has happened before but i didnt think much of it as it has only happened twice before

bignastyid i tried stressing my cpu on cpu z while i was gone and i could only get it to 64% and i selected 4 threads too. also when i look at each core individually i can clearly see that 2 cores are being used more but there definitly not maxed out by any means

Edit: Please type DXDIAG into your searchbar, and take a picture of display 1 and display 2, so i can see if your card is being utilized/recognized.

Disable your onboard graphics, Make sure its using your card. IF MSI does not show any card, than it is not utilizing your r9. Make sure you have the Right driver and you set 3d applications to run OFF the card.
The BSOD could even be related to having the wrong drivers on your computer for your GPU since you disabled onboard, if the r9 dosent have proper drives, it will BS you, And I am guessing its not correctly installed due to the fact you cant see any information or control anything in MSI.

Also i have managed to update the gpu drivers and now the 380 shows its temperature but the memory clock now seems to be locked at 150mhz witch has made video lag and i cant seem to change it i do notice when i first open afterburner it starts ar 1450 and then instantly drops to 150mhz
