My AMD CPU Reaches 75 Degrees+ At Idle.

Hi.
Today my PSU came today, and was finally able to start my computer.
When i got into the BIOS, i saw that the CPU (at 3.7 GHz, 4 cores) was at around
75 degrees Celsius (•c), however when the fan is running at its max, it hovers between 62 and 66 degrees Celsius. My CPU is an
AMD Athlon 4x 860K (3.7 GHz, Quad core)
I looked at the CPU after seeing these temps, i saw the thermal paste was spread well and looked fine, same for the Heat Sink, but i did notice the heat sink's fins (aluminium) had thermal paste, meaning the big solid block of aluminium t the bottom, wasn't big enough for the CPU.
can anyone help?!
also, i touched the head sink when the computer was on for about 10 mins, the metal was very hot, i was able to keep my finger on it for about 25 second before it started to burn.

That is much much too hot at idle. I would bet there is something wrong with your cooling solution.

Did you remove and replace the paste when you removed the heatsink?

Did you remove the plastic sticker on the heatsink before installing it?

Was the heatsink for sure completely tightened down?

What cooler are you using?

Sorry for the delay in response, im using the heatsink + 60mm fan that came with the CPU, it had pre-applied thermal paste, and it is locked securely.
I'm not sure why it reaches 86 degrees (c) when on load and 60+ idle

The thermal paste might have been old. Sometimes though coolers with pre-applied paste sit for years and year before being used.

I would grab some arctic paste and reapply. Something is definitely wrong here.

I found out, it only hits that degrees in the bios, its fine now, 28 degrees idle, 38 degrees on load.
