I wouldn't invest in an 8350. You'll see a CPU boost, but not enough IMO to justify the ~$150 cost.
A 4130 will likely bottleneck a 1050ti in some instances, but not too drastically I wouldn't expect.
Investing in a decent CPU cooler and pushing an OC from the 4130 would help it keep up, and would be cheaper than buying an 8350 (assuming your board is somewhat capable of appropriate power delivery for overclocking).
