New Build - Problem with Motherboard cycling off/on about every 20 seconds

Struggling with new build. Working with my son, as this is really his project (parts were Xmas present). Have been reading posts here, and learned a bunch about how to build up from few to more parts to isolate issues. Had all parts assembled in case, then nothing happened when power turned on. Started over (based on advice here) and with motherboard outside of case, proved PSU could power motherboard (visible LEDs). Added memory for same result. Installed motherboard into case and added video card. Started noticing recycling issue at this point.

Currently I have motherboard with CPU and stock fan installed, removed memory and video card. Motherboard is installed in case, as is the PSU. PWR connector for case button connected to motherboard, Reset connecters not connected. One case fan connected to motherboard.

When I power on, motherboard LEDs illuminated, CPU fan and case fan are spinning for about 20 seconds then everything seems to shut off for a few seconds and then power on again for another 20 seconds before repeating. Have tried removing battery on motherboard for a few minutes and then reinstalling, no help.

Probably did not leave power on long enough with motherboard outside of case to see this issue. Expect I would see the same issue if I try that. Expecting you will tell me to inspect CPU and socket on motherboard for issues, but hoping for an easier path.

Note: No speaker on motherboard, but I have ordered one (not sure where install on motherboard though).

Great job troubleshooting it.

Sounds like DDR4_1 is bad on your mobo or the RAM stick you put in it was. Try putting the same stick in each slot. If it posts with all the slots, then that probably means your mobo is good and the stick you originally put in your DDR4_1 is bad.

Tried outside case:
1) CPU, no ram, cpu cooler, PSU
2) CPU, 1 stick ram, cpu cooler, PSU

Same result as before: both the mobo LEDs light and cpu cooler fan runs for about 20 seconds, then cycles off, then on for another 20 secs, keeps repeating.

Update: Just installed internal system speaker, and am getting 5 long beeps - the system cycles off on the 5th beep. Tried this with no memory, and 1 stick in slot DDR4_1 (furthest away from CPU).

Another update: Just moved memory to DDR4_2 and got different outcome, one short beep and stays on which I think means post?

More: Just added 2nd memory stick to DDR4_4 and got one short beep (post, I think)

Even more: Just connected monitor to mobo hdmi and saw setup/bios utility. Added graphics card and connected monitor to graphics card. Seeing setup/bios. I think we are on our way. Going to install in case.

It seems no mem, or 1-2 sticks of mem in wrong slots was the culprit?
