Looking to upgrade to a system that can support arma 3 at 60fps

I have 2 gtx 670 in sli and an i7-3770k @ 3.5GHz. I'm mostly looking to replace the cpu, but I'm not very knowledgeable in these areas, so any help would be much appreciated.

At what resolution & settings are you aiming for?

The 3770K is still a powerhouse CPU, and you won't see much gains from upgrading from it, even if you jumped to a Skylake i7.

Arma 3 is, and always has been a demanding title. Your 3770K paired with something like a GTX 1060 should get you averaging near 60FPS at Ultra settings (1080p), some dips to be expected of course.

I could be wrong, but I don't think it scales particularly well to SLI or Crossfire. A single, powerful GPU would likely be the better (not to mention cheaper) option available to you.

Looking at this video, it seems that the guy's CPU was limiting his GPU when it was running at stock speeds. Overclocking his CPU helped him out.

You have a 3770k. The k means you can overclock. Instead of getting a new CPU, try getting a nice CPU cooler and overclocking it. (If you have a z77 mobo)

Out of curiosity, how does your setup perform in game with only a single 670 installed (opposed to SLI)?

Again, it's a poor scaler to SLI, and the 670's aren't as strong as they once were.

The CPU itself could benefit from an OC, absolutely; but it's still a very strong CPU, even at stock speeds (boost to 3.9GHz).
It's relatively comparable in performance to something like an i5-6600K when comparing just the 4cores (albeit a little slower and less efficient). A 6600k paired with a 1060 can do 50-60FPS average....

EDIT: First, make sure your Nvidia drivers are the newest available (Stable).

To help see which piece of hardware is slowing you down, please do the following:

Open task manager and click on open resource monitor (Located on the lower left). Then click on the cpu tab. Run the game. After playing for a while, alt-tab to task manager.
Quickly: (so that the recorded CPU data is still from the game and not from outside of the game)
See what % utilization the CPU is. Also, note the speed. If your CPU is thermal throttling, the speed will be lower than 3.5 GHZ.
Then, go to resource manager and scroll down the right side. See if any of the cores (Called CPU#) maxed out.

This will let us know if your CPU is the problem.

The other thing to do is:
Use MSI afterburner or something similar. Do a similar process as above, but with GPU utilization and clocks / temps. To see if the GPUs are maxed out or thermal throttling.
