New PC is having troubles running games

I recently finished building a new PC. I have checked online and my PC should be able to run games just fine; however, when I try to run at high graphics my game lags much more than I think it should (esspecially in Watch_Dogs 2) and I cannot think of a reason. Please help.

CPU: i7-5960x @ 3.00Ghz
GPU: GeForce GTX 1080 Founder's Edition
Motherboard: EVGA X99 FTW K
RAM: 32GB DDR4 Ripjaws
PSU: 1000W EVGA 80+ Gold

Let me know if any other info is needed

In that case, I suppose temperatures that low could be seen with a load, but if your CPU temperature stays the same, I'd assume that you have an issue there.

Make sure that any power saving options are disabled in bios and any software that is running, get maximum performance on all settings. If that doesn't change anything, then you'll have to wait for someone more qualified to help you, because I don't know what else it could be besides settings or bad hardware.

Is your GPU seated in the PCIEx16 slot closest to CPU?

Otherwise, if your drivers are up to date(don't use beta drivers), then there may be a hardware problem.

If you provide temperatures for GPU and CPU, as well as RAM, that may help diagnose your issue.

I do have the GPU in the x16 slot (closest to CPU) and I have updated all my drivers.

The GPU sticks around 30C and the CPU is about 30C as well.
As far as RAM goes I cannot pinpoint it's temperature, but my PC rarely uses more than 20% of it at a time.

Those temperatures are very low. Very very low. I don't have a GTX 1080, but I do know that most people get 60-70 degrees Celsius while gaming with that, same with the CPU.

Monitor the frequency of the CPU and GPU when gaming, and perhaps check the voltages in your BIOS, don't necessarily change anything, but make sure that the voltages match the product specifications.

Your temps are low, so that means that something is heavily throttling your PC.

Alright so I was initially giving you temps for idle PC (sorry) so I retested while gaming.
The GPU falls around 67C but the CPU is still about 35C.

I will check the BIOS for voltages and will update this post with my findings.
