Windows 7 stuck in infinite reboot loop

I'm working on a friends laptop that is stuck in a loop rebooting. It started after she attached her iPhone to the laptop.

I've tried using a repair disk and so far it's not working. I also have tried to boot to safemode (which also fails).

I've also tried sfc /scannow but it doesn't work.

Is there any way to fix the machine? I really don't want to reformat the machine if I don't have to.

When I turn on the computer it says "Loading Windows" then I see the normal windows loading screen. After about 5 seconds it goes into system repair. That fails and the process starts all over again.

I was able to get the computer to give me the option to boot into Safe Mode but that failed as well. I also got the option to boot to the last stable configuration but it failed too.
