I have two GTX 970s

1st one:

and 2nd one:

I was in a chat with an Nvidia customer support representative and after an hour of trying to solve the problem we realized that the FTW card was incompatible of SLI unless it was used with a FTW or FTW+ card otherwise it wouldn't work. Is this a hardware limit or a software one?

My question is: Can I install the reference bios on the FTW card to enable sli with the reference PNY GTX 970?

Solution
From my understanding it was a hardware issue due to the board design. Here is official compatibility chart from EVGA for their 970s https://www.evga.com/support/faq/afmviewfaq.aspx?faqid=59534.

If you can't return the card you could always try DifferentSLIAuto. I haven't used it and would imagine the performance would not be as good as native SLI with a bridge but might be worth a shot.

I don't know about flashing a different BIOS, but I remember reading somewhere that there was some software that you could install on your computer that could force an EVGA 970 to SLI with a non-compatible 970. Have not used it and can't remember the forum post or name so hopefully another forum member can help :(.
