GPU never goes above or below 21% TDP

I decided the other day to go back and play Assassins creed Brotherhood I played I previously with no problem what so ever 60fps all settings maxed out, now i boot up the game and I'm lucky if I get 20 fps, it hovers around 7-12fps tried battlefield 4 and no matter what I do it never goes above 35fps even at an extremely low resolution,

My specs are
Gtx 960 2gb
Intel i5 4590
128gb ssd
1tb hard drive
8gb ram
500W hexa+ psu
Windows 10


The problem seems to be with my GPU it's not drawing more then 21% of it's maximum TDP it never goes above or below 21% the core clock and memory clock remain constant, does anyone know whats causing this? I've checked my Power Supply with HWiNFO64 and they seem fine 12+v never dropped below 11.8v I've changed 6pin cables as well.

Is the new drive, attached to the SATA port of the old one? Is it using the same cables? It may be a good idea to swap cables and ports around.

Also, you can see if the drive is in a good condition. Some of these tools will provide a SMART report, which will show us the overall health status of the drive: http://www.tomshardware.co.uk/forum/282651-32-best-diagnostic-testing-utility

Can install the game on your SSD, so you can see if the issue persists?

I brought a new sata cable and ive run the game from my ssd and it doesnt make any different im thinking its a gpu issue rather then hdd ill check the health of the drive
