Got Celeron N3060 @ 1.60 Ghz, can i run a program that states min. req. is Core 2 Duo @ 1.86Ghz or greater?

Minimum requirements are Core 2 Duo 1.86 Ghz can i use Celeron 1.60Ghz? I read on PC world that .2 Ghz won't make much of a difference. My laptop says that the Celeron N3060 is dual core.

Probably can but will run slower.

The N3060 is slower per clock than Core2Duo (I believe), so at 1.6ghz it's significantly slower than a 1.86ghz Core2Duo. I agree with CountMike, your program will probably run but slowly.

It's even worse since it's a mobile processor and they could be much slower than desktop counterpart.
