Yeah so I am looking to do a very mild overclock, so mild it is only 100mhz over turbo. I just wanted to make sure this is safe. Also, these are all components I already have, Z170, Unlocked chip, etc... I just see lots mixed with this supply and OC'ing. Also remember how minimal this is.

Your psu wattage requirements are gated by the graphics card, not the cpu.
Your CX600 should be fine with most any modern card.
It might not be all that reliable, but it is not dangerous.
Corsair has a good rma policy.
I had no problems over the years returning two CX430 units which failed.
No need to change it out.

As to overclocking I would expect you to be able to do 4.5 or better.

What percent can get an overclock at a somewhat sane 1.40v Vcore.

5.2 <1% delidded
4.9 14%
4.8 38%
4.7 67%
4.6 87%

You will need a modest air cooler with a 120mm fan; nothing exotic is required.
The key metric to watch is the vcore, keep it under 1.4 or so under load.

That would work, but I do not recommend it.
You will run out of safe vcore before you run into thermal limits.
A simple air cooler with a 120mm fan will be cheaper, quieter and more reliable.
$35 buys you a scythe kotetsu, Cryorig H7, or cm hyper212.
I run a well binned i5-6600K @4.8 with a noctua NH-U12s.

My canned rant on liquid cooling:

You buy a liquid cooler to be able to extract an extra multiplier or two out of your OC.
How much do you really need?
I do not much like all in one liquid coolers when a good air cooler like a Noctua or phanteks can do the job just as well.
A liquid cooler will be expensive, noisy, less reliable, and will not cool any better
in a well ventilated case.
Liquid cooling is really air cooling, it just puts the heat exchange in a different place.
The orientation of the radiator will cause a problem.
If you orient it to take in cool air from the outside, you will cool the cpu better, but the hot air then circulates inside the case heating up the graphics card and motherboard.
If you orient it to exhaust(which I think is better) , then your cpu cooling will be less effective because it uses pre heated case air.
And... I have read too many tales of woe when a liquid cooler leaks.

Your pc will be quieter, more reliable, and will be cooled equally well with a decent air cooler.
