Am I able to use my i7 2600 with a ASRock Z97 ANNIVERSARY motherboard? Also, is there any better motherboard for an i7 2600 that's not too expensive like under $250.

No. That motherboard is not compatible. You need something like a Z77 motherboard.
Unless there is something wrong with your old motherboard, it's probably not a good idea to upgrade the motherboard. You will have to pay quite a bit for an old part. You might get some extra ports, but you won't get better performance.
