Ok so what is your reasoning for this statement?

1. Make sure you boot order is correct.
2. Reading your manual I see your Bios has a USB blocking feature. Make sure your not blocking your USB.
3. Is the Media On your USB even Bootable?

There's almost no way that a MB this new wont be able to boot VIA USB.

Skylake USB ports need a driver to work.
If you are trying to load windows 7 via a usb connected drive, it will not work because windows 7 did not have the drivers.
The solution is to either slipstream the drivers into the install, or use a sata connected dvd drive to do the install.

Some newer motherboards have a bios option to temporarily use legacy support to allow you to boot.
Read your manual for such a bios setting

Thank you for the advice. I have seen two usb options in the bios that could block boot and set them to allow boot. This MB has ports labeled 1 2 3 3.1 and 3c. I flashed a kingston traveler with unetbootin with a freshly downloaded linux mint iso caught the F12 boot menu and selected if from the menu and without pause it goes directly to harddrive boot. With all hds disconnected and F12 selected without pause it goes to error insert boot media.

This might be a dumb question but what USB port are you using. Are you trying to use one from the front of your case? Try putting the USB into one of the USB's in the back. One thats directly connected to the motherboard.
