The FX-950 has a few special requirements. The Seidon 120V AIO water cooler is insufficient for anything above stock frequency at 4.7GHz.
You should have a min 850W gold certified PSU and a MB that fully supports the 220W TDP draw that the CPU has.
As said, you would be better to wait for Ryzen to be released. The FX-9590 is a beast of a processor but it can be tamed with The above requirements.
