Budget Range: $2000 CAD, but flexible.

System Usage from Most to Least Important: TV gaming (with Steam). VR support too (HTC Vive)

Are you buying a monitor: No, just need TV HDMI output.

Do you need to buy OS: Yes, Windows 7 or 10, just to run Steam etc.

Preferred Website(s) for Parts: NCIX.com, because they can build the PC for me. I used to build several PCs, but now I am in my mid-30s and run a business, so I don't have time to build it myself anymore.

Location: Vancouver, BC Canada

Parts Preferences: A good video card like 1070 or greater to support VR later.

Overclocking: Sure, if it won't result in loud fans. Maybe I'll save overclocking for the future, when new games demand it.

SLI or Crossfire: Sure, but a small case is more important.

Your Monitor Resolution: The TV is 4K resolution.

Additional Comments: The PC case must be small and looks good next to a TV. Like a PS4 console, if that's even possible. We cannot hide any PC in our living room, so no imposing towers. No DVD drive (we can install Windows via USB). A Steam controller or XBox controller is all we will use. Also, if we can avoid loud fans, the better, but I'm not too concerned about that.

A low power version of the 6400 and a gtx 1070 wont cut it at 4k. Honestly.

The second build you link is more feasible, but you could get a lot cheaper by building yourself.

Even this I did in 2 seconds is cheaper...
