AMD FX-6300 Thermal Paste, should I re-apply ?

So today I was cleaning my PC and for some reason I removed my CPU Heatsink to clear it then I saw that the pre-applied Thermal paste is already really dry.. Is it safe to run the PC with this temps ?

I would replace the thermal paste but those temps are ok are they idle or load

idle ~45C ; browsing, etc: ~50+C :/
Stock Cooler I bought a Thermal Paste and I wait it to arrive is that good one ? ARCTIC MX-4, 4g ?

No its not safe SAN1TY

Your not really under a stress load and temps are 70+Celsius.
Clean off the old TIM with Isopropyl Alcohol 95% and re-apply new thermal paste (TIM)with AS5 or MX4.

Not only that but your PSU is way under spec on all rail voltages. Swap it out with a known working unit of the same Wattage or higher. A failing PSU will do damage to hardware components.

Thank you for the respone ! I will buy a new PSU anyway I know about the problems my old PSU got fried so Im using my older 400W atm so I will buy like 600-50W PSU ! Im waiting my MX4 To Arrive so I can apply it safe

Your Wattage requirement is 550-650W allowing for some OC and future expansion.
I recommend a Gold certified unit from Seasonic, EVGA. Corsair or Antec.
Shopping around pays dividends.

Need to test it under stress SAN1TY. Those temps are a little high at idle. See what happens under load.
Your Voltage on all Rails are scary.

So idk why the temps at the begging were high ?! Now on IDLE - 25-30C ; On Full Load Prime95 - 40-55C
