I am running Windows 10 Enterprise 64 bit
Intel Pentium Dual Core G2030 3.00 GHz
6GB (4+2) DDR3 1333 MHz RAM
GIGABYTE H61M-S mobo
500 GB HDD

I only want to play 2 games :-
CS: GO and GTA V without lag.

Please suggest best GPU both AMD and NVIDIA for my PC.

Personally, for those specs, I would go with the following:

NVIDIA: http://pcpartpicker.com/product/NndFf7/zotac-geforce-gtx-1050-ti-4gb-mini-video-card-zt-p10510a-10l ($139)
AMD: http://pcpartpicker.com/product/7wkwrH/msi-radeon-rx-470-4gb-armor-oc-video-card-radeon-rx-470-armor-4g-oc ($179)

The RX 470 is more powerful than the 1050 Ti, but require a 6-pin connector. If you don't have a decent PSU, you can get two that draw power form the motherboard:

AMD: http://pcpartpicker.com/product/NcH48d/xfx-radeon-rx-460-2gb-video-card-rx-460p2sfg5
NVIDIA: http://pcpartpicker.com/product/G3H48d/zotac-geforce-gtx-1050-2gb-mini-video-card-zt-p10500a-10l

Solution

If you don't even have a 1080p, monitor, you can get away with it probably. You may even be able to play games in 720p with high settings, but that's a strong may. I would avoid GTA V until you can upgrade your CPU. It's going to really be annoying when the stuttering and lagging comes along, especially in online matches.
