EVGA GTX 1070 Hybrid Gaming Radiator Fan

The radiator fan on the evga gtx 1070 hybrid gaming comes connected to the water pump and so it ALWAYS spins at a constant speed, no matter the GPU load. Would it be possible to connect a fan splitter inside the GPU so that the VRM fan (that does vary with cpu load) and the radiator fan can be controlled by the GPU??

Nope, that'd be a really stupid idea, the radiator fan is MEANT to constantly run at a certain speed, as it is designed to change based on the temperature of the graphics card on its own individual fan curve.
It needs to run at higher RPMs to dissipate heat from the radiator, leave it be.

I am trying to find what is the RPM of the fan but i can't. It is too loud i want to replace it.
