Low FPS gtx760 + i5 4670k

Hey,

I've had this computer since 2013-14 if I'm not wrong, and I don't remember it's performance back then, but I haven't noticed my FPS being this dirt low as it is today.
I play games competitively and I have no problem playing CSGO with it being pixelated.

However, I've ran stable on high graphics and high resolution when I started playing, but now that I play with performance exec files and PC settings, I barely have 300fps, easily dipping to 20. I'm giving this as an example to say that as far as I know, my GTX 760 and i5 4670k should really be a decent spec, and if it doesn't run properly, constantly giving me unbearable stutters I believe that something's wrong.

MSI Z87-G45
Nvidia GTX-760
Intel i5 4670k
Drivers: Updated.

Forgive me for missing something but after thorough googling I see that it's a common problem with my spec and there was no concrete answer to either of the posts, so I believe I need to seek my own help.

I'll answer as fast as possible if anyone wishes to help me out here, I'll provide any information possible.

I appreciate everyone's efforts.

TL;DR

Good PC, low FPS, drivers updated, used2bgud.

Potential Fix:

My PC is 2 years old with a stock cooler, cords are messy, components not properly placed and I didn't utilize the case as intended. (Air ducts and such)
So I'm going to renew thermal paste, install a new CPU cooler and then I'll completely fix the cords, which should do the trick. I've heard that heated components could be the cause for stuttering.

I appreciate all the responses and I hope I can help people fix this issue incase people come here after a bit of googling.

Your CPU sounds fine, and it's more your GPU I'd work on cleaning up (there's thermal paste and pads in there too)
That being said, if you're doing a full 'clean' of your rig, you could clean/reapply paste on the cooler......although if you were going that far, I'd suggest just picking up a decent ~$30 aftermarket CPU fan too.

CS:GO is CPU intensive, less so on the GPU, but it plays a factor.

I'm not sure what you're saying .... your FPS are barely 300, and dip as low as 20??

How do you temps look? CPU and GPU specifically?
Are you running the stock CPU cooler? 2-3 years of solid use may have worn out the fan, and it's a cheap replacement. Your temps will give us some more info though.

For your GPU drivers, have you fully removed/reinstalled opposed to simply updating over-top?

Last time I checked, the temp was 40-50 degrees whilst DM'ing in counterstrike, which is more intense than competitive I believe.

Do mind that I also play h1z1 and the new and improved Skyrim Special Edition. One of the games I really noticed was Lords of the Fallen, always had high FPS until now, games are unplayable.

Drivers are updated as mentioned, and I was thinking about buying a cooler.

EDIT:
I missed a few questions.
My Nvidia drivers were bugged, so I removed every single trace of it and freshly installed it recently, and as far as my FPS goes, it was tested in CSGO where I had the net graph on, sometimes I see 100's, sometimes I see 200, sometimes I see it flickering at 299 and even stuttering. It's capped at 300.

H1Z1 is 40fps in towns with lowest possible settings, sometimes shows mercy and gives me 80...

My point is just, good rig gone bad?

Am I allowed to bump this? There's still no solution to a decent rig performing so bad, I really want a conclusion to see if it really is the CPU temp and what not so I can get smarter on computers.

As far as I know, I use CPUID monitor, I believe it's called. It would tell me the temperatures.

Do you want me to pull up the monitor, play a game and I can either record or simply give you the numbers of my CPU temps?

Alright, so I've pulled up CPUID HWMonitor on my second monitor, and I've played Skyrim SE, H1Z1 KOTK and CSGO Deathmatch FFA with 18 players ingame whilst keeping my eye on the monitor to see where it went.

I monitored my CPU whereas the minimum temp on the cores was about 37, the peak temp was 64, so it pushes the roof of mid 60's when I play games, 37 when I'm writing this reply.

My graphics cards lowest temp is 63 which is when I'm on the internet, and the highest is 91 when I'm ingame.

The 760's max 'safe' temp was actually in the high 90's (97 I want to say), so you're not quite there just yet....but your idle(ish) Temps are high.

Are your fans spinning? Do you clean the fans out fairly regularly (a blast of compressed air should do it)

Thermal paste doesn't 'bake off', especially if the card has been in constant use. If it sat without being used for a year or two, replacing it would be necessary. .

That being said, removing the card, cleaning it with air and replacing the paste while you're at it wouldn't be a bad idea.

Things to be mentioned is that I don't have all the fans filled out, and they're all stock fans, including CPU cooler is stock too, fans are all running and I do clean it with compressed air as much as I can.

However do keep in mind that I'm not much of a computer guy, I built this PC myself, but I still need to know how to do the things to ask me to do if possible.

Regardless, are we talking about replacing thermal paste on CPU or cleaning of the GPU?

While the stock fan is ok, 2-4 years of use and it could be wearing out.

I'm unsure how to clean the GPU, and I've been suggested to buy a water cooler for my CPU so I'll look into replacing the stock cooler. Regardless, the stock fans that I have might not be placed very strategically/wrongly even, so should I fill out all the possible spots with new fans fitting my case, or simply look into checking the current fans to see if they're installed properly?

Any guide or tips on cleaning the GPU would be neat, plus it looks like it's hanging a little, it's slightly tilting downwards which triggers me a little.

So, I re-routed some cords and wires around the PC, since my first setup was just cords going straight to the point, now I'm slowly starting to pull some cables out back. I'd do a complete re-do of my PC, but I'm afraid I forget where cords go and I'm unsure which manuals to go through or what to look for.

However I installed a completely unused side fan, so side fan and front fan goes in, top fan above motherboard and backfan goes out, that's what the manuals for my HAF-X tower suggests, now I'm thinking about upgrading my CPU cooler and fixing up the GPU paste. Hope there's any feedback on this to hear if I'm doing the right thing, thanks for the suggestions!
