'best; is subjective, but in the <$65 space, you have very few options. H110 or B150 are the only chipsets available at that pricepoint.

The B150 option would be my recommendation, but both are 'budget' boards, and you can't really go wrong with either.

Remember, you'll need DDR4 for either of those boards. DDR3 options are available too, but require DDR3L (1.3V), which will generally cost you around the same as DDR4.
