GPU Idles at 60C

I am facing a problem for last few days that my GPU idles at 60C and on load it goes around 69-71C in heavy games like Bf1 and 64-65 in CS GO what's the issue??
Things I tried: upgrading/downgrading drivers,cleaning whole PC times but nothing works... should I change windows??? the problem started few days a go when I reinstalled windows before that on old windows my GPU idles at 34-35 help would be appreciated Thanks in advance :)

yup I also thinks it's windows problem Fan is set to auto at 60C it t's set to 0RPM by defult

fans not sniping because it's set to auto and it turns on after 60C and yup nothing is ruining in background except utorrent/steam/origin.... which icon I haven't turned on any icons...

Bro I have reinstalled windows yesterday and now my temps are 29-33C without changing fancurve from msi afterburner see the ss

Installed windows and run the driver DVD which came with my Motherboard..
I did the same with the previous version/installation of windows ...
I am also shocked when I saw the results
