I recently bought an MSI r7970 lightning graphics card (used)and I tried installing it into my custom built pc and it won't post. When I turn it on all the fans spin for a few seconds and then it shuts off. I know the card is working because it was installed into a test bench at a computer store near me. I then tried trouble shooting I tried running with one ram stick, I installed my old graphics card (thx 560 ti) and the pic booted perfectly, my psu should be more then capable of supplying power to the card (650 Watts). My pic specs:

Evga 650 watt psu
8 gb ddrs g skill ram
