I took apart my graphics card today and painted it white, put it all back together all fine but when I booted the lights and fans turned on but it got stuck on startup.. please help I'm really stuck

You painted it white? do you mean you painted the heat sink white? try safe mode, umm maybe its not sitting right on gpu overheating before you even hit windows. Is it windows 10? try having it repair its self.
