This should be able to handle any game up to 1440p at MAX settings. You may see some stuttering, but you shouldn't As long as you let GeForce optimize the settings for you, you're golden. You can also stream (just like on the PS4) but it will be in high quality. You have a snappy SSD for a few games, applications and OS. Then a 1TB hard drive for all of your documents, videos, and games. You can always upgrade to 2-5TB in the future. The PSU should be enough, and is rated pretty good as well. I also included Windwos, but I did not include a monitor. You would want to find one with G-Sync, 1440p, and 144hz with 1ms response time to get the best quality.

Well, you have to realize that you can not play PS4 games on computers, that's one. Two, the games will have to Multi-plat, like Mafia 3 or Watch Dogs 2. Games like Uncharted 4 and Last Guardian are exclusive to the PS4 only. But give me about 5mins to come up with a parts list.

That shopping list above is solid stuff. But just to really restate his point, you're not going to be able to just pop in a PS4 game and have it work on a PC. If the game was released for PC as well as PS4, awesome, buy the PC version and you're good to go. But PS4 exclusive games won't play on anything but a PS4.

Unlike the PS4, games have the options to change the quality for graphics. So max settings meaning highest qualities for graphics at 1440p. 60 and 90 fps should be no problem. That build will be a walk in the park. Maybe even a nice jog.
