System specs confusion?

According to systemrequirementslab.com it shows that I can run a lot of games with the recommended system specs but my pc can't handle them like it should?
My main focus is H1Z1 king of the kill. my computer SHOULD be able to run it on high graphics at 1920x1080 resolution but it cannot. i get maybe 20 fps in certain areas.
Here's a picture of my specs.. any help with be appreciated. ( Im not a brainiac about computers )

tbh i dont know h1z1, it could be like arma 3 where nobody ever got 100fps its just totally unoptimised.. in overwatch id expect you to get 144fps all the time with those specs. Poor performace is hard to diagnose, especially when you dont know the game.
can you try another game we neeed to rule out that it isnt h1z1 only problem or your actual hardware.

No. Everything runs like complete crap. All of my drivers are updated. You've seen my specs and I don't think I should have any issues with performance on high on alot of games.

Sure. Give me a few minutes and i'll post results.

I run american truck simulator on ultra and get about 40 fps.
