Replaced working motherboard; now even the starting point doesn't work

I had a damaged slot in an ASUS X99A motherboard. The board worked okay the way it was (would boot, run Win 10, etc.), but I wanted a wholly working system. I bought an exact replacement for it, and removed the old one, put the new one in, moved the CPU and cooler over, and it wouldn't POST, or even activate the fans. The power and reset lights on the motherboard glowed, but nothing else.

I figured the new MOBO was DOA, and boreadboarded it--no change. On taking it back apart, I noticed some thermal compound on some of the pads on the CPU. I isopropyl'ed it off as best I could, and tried it again. No change.

So then I reinstalled to the original Mobo (which was a happy camper earlier today), and that now does the same thing as the new one--LED lights, but no POST. This makes me suspect something's wrong with the CPU now. (wonderful...)

I've gone though the BEFORE YOU POST checklist, and that didn't reveal anything new. I haven't tested the PS (worked fine this morning--like everything else...) I would give that a try, but Corsair's recommendation requires attaching a fan to the molex connector, but the PS (HX850I) has no molex connector.

I don't have a speaker attached, so I can't hear if the BIOS is beeping.

Any suggestions for what to do next--aside from ordering another CPU? Ugh.

Should also add that I didn't clear out the CMOS when going back to the original motherboard, since we were returning to what should have been a known point.
