Include a program in Windows startup services (for cooling)

I don't have the right fan for my case's PWM connector. I'm using a CPU fan 4-pin on a 3-pin connector. It runs, and it runs well, but only when I directly control the fan through Speedfan (Dell OEM board FTW). Because it's a CPU fan it doesn't spin up during boot and only actually becomes effective once I log in and Speedfan starts. I want Speedfan to be running before I log in. How can I do that? I asked a similar question but the guy who answered it only told me how to run the program once I logged in, which I already knew how to do.
I want to include Speedfan and the Speedfan service/driver in the Microsoft Windows startup files, so that it will run even in safe mode. It is my understanding that it's logged in the registry, but I don't know where.

Just added it into TS, will reboot and monitor the fan.
Update: It runs, but doesn't load user preferences. Is there some sort of user group that controls the login screen? The fan starts spinning about 10 seconds after the login screen pops up. I'm on an SSD, boot only takes 10 seconds.
