I select a file; I click SEND TO: my new second hard drive does not
appear. The link is broken between second hard drive and outside
world.

And if it just happens that the drive has been initialized, partitioned, and formatted, does it bear a drive letter in Disk Management? If it doesn't, use DM to assign a drive letter by selecting the sub:menu option "Change Drive Letter and Paths..."
