RX480 Crossfire Help

I just got another RX480 and I am attempting to run both cards in crossfire. When they are both plugged in and I turn on my PC I get no issues indicated by the lights on my motherboard and it appears to be fine however, nothing shows up on the screen. I have a 700 watt PSU so I don't think power is an issue, I have tested both cards independently and they work fine. My motherboard is an ASUS Z-170 E and it says it supports crossfire so I don't think that it's the problem. I have tried reinstalling drivers and booting without drivers and no matter what I try, nothing comes up on the screen when I boot (not even the BIOS). One card is a 8GB Gigabyte reference model and another is an 8GB MSI Gaming edition. It works with both cards plugged into PCIE slots but when I give both of them power nothing shows up on the display. Any suggestions are appreciated, I desperately want to get this working. Thanks!

(I'm on vacation and won't be able to work on my PC for about a week so I'll try your solutions then and get back to you with what happened ASAP)
 
Solution
Not all PSUs are created equally. Knowing the actual make/model of the PSU in use would assist greatly in making a diagnosis. This really does sound like a power issue (or lack thereof).

You should also verify that your motherboard BIOS is current and up to date as well.
