32gb of RAM in BIOS and HWINFO, only 16gb recognized by Windows?

I have 2 2x8gb kits of Corsair LP RAM 3000mhz in an x99 Deluxe with a 5820k, when I enable XMP, it sets the RAM to the correct speeds, but also alters a bunch of the settings that has to do with clock speeds and turbo boost being enabled. The computer will boot but windows only recognizes 16gb of RAM. I didn't think XMP would change any other settings with the computer but only change settings for the RAM, I'm pretty lost right now on what else to try to get everything up and running like it should. Any and all suggestions are greatly appreciated.

If you don't have a matched set of 4 DIMMS (one 4 x 8GB) then XMP may make one half of your RAM not cooperate. You may be able to manually set timings and voltage and get the two sets to cooperate or you may have to run at 2133 (or 2400).

I was unaware that 2 kits of 2x8 would give me issues, I'm not too concerned about the speed that the ram is set at mainly just looking to get 32gb. Do i leave XMP on while trying to manually set all of this?
