Speedtest ping is >20 consistently but on PS4 It is regularly at 100+

Hello!

So I have noticed that my ping while on my PS4 is higher than my speedtest ping and I can't quite figure out why. To most people this may not be that big of a deal, but I play competitive Call of Duty and a low ping in fast-action shooters is very important. I have tried a wired connection and saw little or no improvement. I'm not sure if a router can affect the ping on a wired connection, so I decided to ask you guys for help as I am fairly new to networking. Thank you in advance!

I did some more research after I posted this.

I used speedtest.net and used the server that it chose for me and It gives me anywhere from 15-20 ping. The problem is when I try to connect to other servers. I live in Montana and I have a friend that lives in Pittsburgh who frequently hosts the connection. I tried to connect over there and it get 120-240 ping on the Comcast server. I know that it should be faster than that, around 60 at the most. (I have Charter btw)
