CPU jumping from normal MHz to a very low one every 5 seconds while playing games

While gaming, I found that my CPU jumps from low MHz, maybe 300 MHz to normal 3500 MHz, which explains the erratic FPS drops that I've been getting every few seconds. It's come to the point where I haven't played a video game in months. How do I stop this from happening? My Power Options are already set to High Performance.

Whats your specs? Have you checked background process and terminated any that shouldn't be in the background and running? Have you tried this in safe mode (assuming your running windows) to see if this is software conflict? IF you go into bios does it throttle up or throttle down?

The specs are above. Yes I have. The problem only occurs while playing video games. I'm not sure what that means.
 


If that are your temps just watching twitch then you need to clean out the dust with compressed air. The max safe temp for an i7 2700k is 75c and while gaming it probably goes over that and starts downclocking to prevent damage.

It's down to 60C now. Anyways, could this be because I don't turn off the laptop at night? I just shut down the lid. If I turn off the laptop at night, will I see a change? Also, I put the laptop primarily on my bed, because it's more relaxing.
