svchost host causing massive cpu usage ?

So its been a long time that i am facing this problem, i usually do a system restore when ever this problem occur but now i am fed up and really wanted to eliminate it, its kind of strange that system host processes start automatically but whats surprising is this that there is always a network associated service running with it, and when ever I end the process it immediately starts again with some other program that uses internet, like if I kill IDM then Razer Synapse will start or Steam will start using, this would be elabrated more in the screenshots I have attached.

Note: I have run a number of virus scans with no success

click on the process header and it will change the view. it should show u what is running under the service host. We need to get the file name and then can figure out why

What motherboard do you have, wonder if its a driver doing this.
try a clean boot and see if it still happens - that will tell you if its a start up program or windows: https://support.microsoft.com/en-au/kb/929135

click the blue arrow next to the name and see what processes are running underneath both of them.

one service under Service Host local system (network restricted) that causes High CPU usage is Superfetch, see if turning it off helps: https://www.tekrevue.com/tip/disable-superfetch-prefetch-windows-8/

Service host local service (No Network) contains the windows firewall, are you using it?

open resource monitor (link at bottom of task manager/performance tab
look on the CPU tab and it might show you the processes and services running and might show more info as to what is using it

It may not show enough so...
This might show you exactly what process is eating CPU

Download Process explorer and run it as admin (it comes from Microsoft so its safe)

the default view is tree structure meaning like your task manager screen, it will show what processes are under local host, but unlike the other one, it shows the CPU usage of each part so you can see what is eating your CPU

This page shows what all the colours and headings mean, link at bottom of it shows how to use it to find problems. You can right click headers and run an av scan from within the program.

ok so i have discovered something fishy again, after clean boot there was no high cpu usage problem then i experimented and opened IDM and the cpu usage is back to 100 then i killed it and ran utorrent same thing happens again, but i also tried running razer synapse and steam but they dont cause it now, now what ?
