Motherboard dead on arrival?

I recently purchased a bunch of new parts:

Biostar Hi-Fi B150S1 D4
Intel i5 6600 @ 3.3Ghz
KIngston 8gb DDR4 2133
Cooler Units (CPU and Case)

Im using my old PSU and GPU.

After putting it together at first I installed the wrong RAM (wrong purchase) and didn't get a Video Signal (obviously). So i called it a night, dissasembled everything and put together my old rig to use for the evening.

The next day I went to get the Kingston DIMM RAM (bought SO-DIMM before).
Get back home, put everything back together and now im stuck in a bootloop. Can't even get to the Bios.
So I removed the RAM to see whether that was causing the Problem. Nope, still bootloop.
GPU? Nope, still bootloop.
Different PSU? Still bootloop.
Disassemble/Reassemble? Nope, still bootloop.

So I'm starting to think the Mobo might have been a D.O.A.? Or did I break it when I disassembled it?

That sounds like a dead motherboard to me. It's not all that uncommon. I once went through 3 boards that were DOA back when Tiger Direct was around. After the third board the store subbed out the board to a different brand and the machine worked right away. I think they ended up sending the entire batch of boards back that they had.
